Transmission wont shift when cold

My 94 Tracker 2dr. Automatic will not shift from ist to 2nd gear when cold. After driving it about a mile it will shift and then it works just fine. I have changed the Trans.oil and filter.
Is this a problem that I can fix or does it require an overhaul? It does not slip or do anything strange other than that first shift.

i had the same problem in my 93 tracker. being a northern boy i talked to a mechanic he suggest using Seafoam transmission conditioner. i tried it worked. good luck
